Jennifer Combs is a Senior Intelligence Analyst at a local fusion center in Southern California. Jennifer has over 18 years of law enforcement and intelligence experience, specializing in social media exploitation and domestic terrorism. She has worked extensively with local, state, and federal partners, providing actionable intelligence and analytical products to enhance public safety, counterterrorism efforts, and crime prevention strategies.
Jennifer Combs has delivered and co-led a series of high-impact briefings and specialized trainings focused on emerging threats, investigative techniques, and intelligence best practices for law enforcement and public safety professionals. Specializing in social media exploitation, Jennifer has led training on social media and fusion center methodologies to analysts and specialized units. Most recently, she has spoken on the exploitation of artificial Intelligence in law enforcement, highlighting its growing role in both investigative applications and public safety threats and focused trainings on social media platforms, such as TikTok, offering actionable strategies for law enforcement to effectively gather intelligence from rapidly evolving social media environments.
Throughout Jennifer’s career, she has consistently demonstrated her ability to lead and mentor teams through continuous involvement in community service and mentorship programs, such as the California Highway Patrol Explorer Program, the Orange County Sheriff's Department CSI Explorers Program, as a CSO Field Training Officer, and currently as a Senior Intelligence Analyst. She is committed to always fostering professional growth and encouraging collaboration in the public safety environment, especially among the next generation of law enforcement professionals. In her current role, she is also involved in providing mentorship and guidance by assisting in the development and implementation of a comprehensive internal onboarding and mentorship program, guiding new employees through their integration to new roles, fostering their professional growth, and ensuring they align with organizational goals and standards.
Beyond her intelligence career, Jennifer applies her creative skills as a graphic designer and 3D artist. She has found ways to blend her creative talents with her professional expertise, designing custom visual products to support law enforcement training, intelligence briefings, and promotional outreach. Jennifer has created visually compelling flyers, logos, and branded swag for various law enforcement and veteran organizations.
Jennifer holds a Master of Science in Criminal Justice and Criminology from the California State University, Long Beach, and multiple specialized certifications in Homeland Security, Applied Forensics, and Crime & Intelligence Analysis. She has received extensive training in terrorism, domestic violent extremism, social media exploitation, and behavioral threat assessment. Jennifer has also directed her professional development towards strategic thinking and leadership in law enforcement, earning several state and federal professional certificates.
